I noticed head shots on Kett are glorious. Lol. They may have toned it down for other types of enemies. It may have been an oversight..or it happened in game, but it was never over the top enough for me to remember.

I don't think it was an agenda from a group of people but just oversight or didn't want to implement it because of different blood schemes,ect for dead enemies.
