Hey all. So as the subject title says, I'm currently at 98% completion with no new quests available. I've explored every nook and cranny of each world, spoken to every NPC I can, and now I'm just stuck with nothing to do to bump that percentage up. As it stands right now, I've got 194 completed missions, and just one under Additional Tasks, "Task: Nomad Shield Crafting" which is currently bugged and can't be completed (even though I already have the shield upgrade). Is there any of you sitting at 99% complete? And if so, may I ask how many completed missions you have in your log? Thanks.

I got to 99% on first playthrough and thought I got everything and due to bugs wouldn't get higher. But on 2nd one, I just hit 100% and that is WITH bugged Noman shield crafting still stuck in Journal and 99% Heleus clusters scanning (every individual system I hover-over shows 100% yet the overall percentage on Galaxy Map view says 99%). Discovered few new little side quests that seem to have pushed me to 100%.
So I say you did miss some things.
First things to check - unmarked quests you get by scanning/picking/destroying objects with White Icon markers in Kett/Outlaw/Remnant Outpusts on 4 big open-world planets. These spawn randomly so lots of driving around may be needed.
Eos has 3 to find in Remnant/Kett bases + scanning 10 dead bodies for Lexi around Site 1/2 area. Don't forget to exhaust all conversation options multiple times with Prodromos team, they give out quests too. Probe Retrieval quest, if bugged, may count for completition too. You should pick it up at Prodromos first before scanning any probe out in the field.
Voeld has 4 outposts unmarked quests (white markers) to find + separate quest with 3 datapads to find outside outpuosts where historical battles took place. There are also unmarked quests you get by driving to specific locations, like helping Angara resistance fighters from Kett attack, or the sniper quest near the central Angara base. Check back first Voeld base after establishing outpust, the religious lady in medical center will have new side quest.
Kadara has 2 outpusts chains (white marker objects to scan/destroy etc) + unmarked Cerberus side quest, potheads side quest which I would advise to pick up before unmarked Nexus refugee side quest (so that they ask you to get a lamp for their weed before you're given it by one of the Nexus refugee folks).
Eladeen has 4 outpost unmarked quests + unmarked quests like a scientist in the sinkhole (broken ship) + another quests with retrieving drive cores from the "bigger" Remnant sites (not to confuse with smaller Remnant outpusts).
Of course all 4 of these planets have Architects, you need to kill them and then scan them from space.
Recruiting Resistance fighters may also count. There are 3 - 1 on Voeld (the sniper from an unmarked side quest in front of central base), 1 around central Kadara (she calls you out as you drive the Nomad and may be hard to spot) and one in Paradise on Eladeen. You need Jaal in squad to get them to join the Resistance, after that talk to Resistance leading lady in first Voeld base to confirm their arrival.
Go back to each hub (Kadara, Aya, Nexus) and talk with everyone again to see if they have new side quests to give or if you missed anything, quite possible, check hub maps too. I missed a side quest on Kadara first time in port jail, guy asks you to deliver a message to his Asari "girlfriend" in slums club. On New Game+ I also got new side quests from one of the elite Angara military units in Nexus cultural center (doing some combat tasks on Voeld).

Ohh and of course scan every planet in every system in entire galaxy map, it definitely counts towards completition

First I would like to comment that I've seen the % completion score go DOWN a couple of times after successive save games where there should have been no change, so I don't know how the game computes it, but it's wierd as heck.
Second, I've had quests pop-up in conversations where there was no "!" on the map to indicate that there was a quest. This happened in various places, but in particular in Kadara after I had completed a major quest line. There was no quest icons on the map, but every other NPC was giving me a quest when I spoke to them. So it's very possible that you have missed quests that you don't know about.
So anyways, good luck with 100% :-p Personally I won't bother, game is not friendly enough for completionists.

You can find them by hand by walking around with the scanner and following the noise the mines make, scanning them and shooting them individually, but I also found it much faster to get in the Nomad and drive around and around in ever widening circles until it told me I had exploded everything. Make sure you not only scan the planets but also any system anomalies. I found a bug on Elaaden where I needed to find 3 dead scavengers who had a contagious disease. One of them was invisible and I kept getting the scan here noise but didn't see anything. Finally by walking around slowly and listening to the scanner I was able to scan the piece of ground where the body should have been and was able to complete the quest.

I had that happen too. I imagine it's because in between saves you collect more quests but don't complete any, so the completion total goes down during that time.

Okay, so I found the resistance fighters to recruit on Voeld and Elaaden, but not Kadara. I do remember a female voice over my intercom saying something like "Don't come any further," and finding her barricaded up; however, I don't recall where exactly that was. That was many, many missions ago and my memory sucks lol. Also, does hidden caches count towards completion? Because I've gotten all but one; the bugged cache in New Tuchanka. Oh, and those mines at the Remnant site on Voeld (Strange Beacon) don't ping, and are unscannable. I've driven around that site and area for over an hour with the text "Sweep minefield to escape" still showing. So as far as I'm concerned, it's now bugged and can't be completed unless Bioware patches that quest.

I found one more quest on Aya that pushed me to 99%, yet the galaxy map says 98%. It's weird as I've travelled and scanned every system and every anomaly. So I guess now it's just the Nomad shield research quest and the Strange Beacon quest left, and I'm certain once those two are able to be completed, I'll hit the magic 100% lol.

When you're so much of a completionist that you just can't refuse a quest in ME:A... F'real lol. I used to be a crazy completionist that had to do everything, but I've learned to ignore some things unless it was kind of on the way. I'm at 85% completion at lvl 66 and I'm about to wrap this thing up. Honestly I was just trying to grind away to level up the character and upgrade as many skills as I can more than anything, but NG+ will see to that. Anyway, even if I tried to get to 100%, it's currently impossible for me since some quests won't complete. Right now I have earn your badge quest from the angaran on the Nexus, and the quest did not complete when I spoke to him, and now I can't do anything about it.

Almost all of that I recognize and have done; however, recruiting resistance fighters doesn't ring a bell and I'm wondering if it's because I always have Cora and Liam with me...hmmm. Oh and I forgot about one more quest that's bugged for me. "Strange Beacon" on Voeld. I used the intercom and spoke to the sniper. Warned me about trip mines and that I have to sweep the site and escape. Scanned two mines, shot them, hopped in the Nomad and drove away. Nothing happened. Used a forward station for a different quest turn in, now when I return to that Remnant site, the top right of my screen says to sweep area for mines, yet no mines are scannable, and the intercom doesn't work obviously. Drive in, drive out safely. No quest completion. Leaving planet, restarting game doesn't work either. Every time I enter that Remnant site, quest pops up on my screen and nothing can actually be done. Plus it's not in my quest journal either. But I'll definitely check out the resistance fighters. Thanks. Huh. I did the sniper thing, got the "strange beacon" quest. Didn't trip any mines, did scan something in the middle of a kett encampent and got the quest finished.

When you're so much of a completionist that you just can't refuse a quest in ME:A... F'real lol. I used to be a crazy completionist that had to do everything, but I've learned to ignore some things unless it was kind of on the way. I'm at 85% completion at lvl 66 and I'm about to wrap this thing up. Honestly I was just trying to grind away to level up the character and upgrade as many skills as I can more than anything, but NG+ will see to that. Anyway, even if I tried to get to 100%, it's currently impossible for me since some quests won't complete. Right now I have earn your badge quest from the angaran on the Nexus, and the quest did not complete when I spoke to him, and now I can't do anything about it. I'm getting a bit better than I used to be, but am in need of an intervention or some sort of 12 Step program. I picked up a lot more quests than I should have. Old habits die hard.

Okay, so I found the resistance fighters to recruit on Voeld and Elaaden, but not Kadara. I do remember a female voice over my intercom saying something like "Don't come any further," and finding her barricaded up; however, I don't recall where exactly that was. That was many, many missions ago and my memory sucks lol. Also, does hidden caches count towards completion? Because I've gotten all but one; the bugged cache in New Tuchanka. Oh, and those mines at the Remnant site on Voeld (Strange Beacon) don't ping, and are unscannable. I've driven around that site and area for over an hour with the text "Sweep minefield to escape" still showing. So as far as I'm concerned, it's now bugged and can't be completed unless Bioware patches that quest. If i remember correctly she's on the north east side of the map. Not at home atm or I'd check. Jaal convinces her to join. I wanna say near that Monolith. As for the sniper thing and mines, there were sooooo many over a wide area. Took me forever.

My cluster map is at 99%, though every system is complete, and the Nomad Shield Crafting questing never completed, but the final game save file says 100%. Personally, I'm going to believe the final game save.
