Okay... why is this video treating GaaS games like they're something new in principle? Games as a service occupy around the same space as MMOs - games that usually require even more engagement than a typical live service game*. This is by no means a new problem and Bioware has managed to create a MMO during the MMO craze era that is still going and brought over a billion of $ in revenue.
Also - Bioware as 'shadows of their former selves'? It wasn't that long before MEA that they released their most successful title to date. Making claims like that only because MEA may not have been as good as their previous offerings and with Andromeda being nowhere near as disastrous a game as recent releases from no less acclaimed studios only proves how ridiculously high standards are still applied to Bioware.
*(comparing games like Anthem and Division to Fortnite or Overwatch? I don't want to make it seem like these games aren't huge or people don't play them for weeks or months, but they have a decidedly shorter gameplay loop)

I tought it was a live action trailer but it is a short movie instead. Color me surprised.

So … does this come out of the advertising budget or is this part of game development?
Asking, because folks have at times been critical of the pre-release PR …
This would be a big (and expensive) deal, though if it's online, maybe not paying for TV ad space makes it a wash.
On the other hand, if it's part of the game development … story content. I look at that as a hopeful sign.

99% sure it's both. Unless it is specifically EA branded marketing, rather than Anthem branded, it wouldn't be separated out of the operational budget for developing the game. Even if marketing and development are separate business units with separate P&Ls, there'd be some kind of budget transfer/cost sharing deal, or else the P&L for the marketing side would get all the L and none of the P.
