IMO it read as a joke about Tann's bureaucracy. Under normal circumstances, you'd contact the next of kin first and this read to me as a joke about bureaucracy blindly following procedure even when it doesn't make sense.

While playing I thought he was talking about some MW-relatives who are still in cryo (and hence can not be notified right away).
