It does heat up, just not enough to get rid of the level 1 environmental hazard warning. Before you activate the vault there are areas of Voeld with a lv 2 environmental hazard warning meaning you can barely get out of the Nomad at all. The area around the angaran base stays at level 2 even after activating the vault.

True, but there are other lv 2 areas that go down to lv 1. Which kinda makes even less sense... Not really, different areas of the planet have different temperatures and the LV2 at the Angaran base is more like an invisible wall to prevent you from exploring too much around the area

even after activating the vault, it was level 2 when fighting the architect. I'm sure if Ryder heads back to the planet after a year or two, it would be a lot warmer
