Where would one of the "unfortunates" sign up? And what would be the intended drop rates?
I wouldn't mind a higher one in Premiums personally, since that was all over the place.

People spent real money on incorrect drop rates. That sounds pretty fucked up to me.

They'll give them 1 newly "fixed" Expert Pack.

I hope they fix Premiums. When I maxed everything up to rares, first thing was that I saved up for 10 Premiums. Dropped zero UR, bought only Experts since then.

This makes me think the pity drop was supposed to be 1 every 20 on expert so that the 1 every 10 on premium doesn't make premium hot shit in a box.

If this were good news, they could have said so while still being vague. They would have.

And yeah, you would think getting the store right would be an experienced programmer's only job until it's done, then they would run simulations and check the results. Obviously they didn't.

First of all: Even Random Number generators in Operating Systems ( were they are used in a much more important manner, like cryptographic keys ) are sometimes faulty and produce pseudo random numbers. You´d be surprised how hard it is to be really random.

Second: Usually drop rates are done by a weighting system - i.e. for every item you add to the drop list with a specific weight the weighting produces different results.

Without information as to what really went wrong, all this could mean is that now the mods are dropping sooner than before were all we got when buying packs until now was characters and weapons first, i.e. they fixed the weight of the mods in question. ( Assuming you´d only have 2 mods compared to 17 weapons, the chance to get a mod would be 2 in 19 - maybe now the mods are "heavier", so every mod has a weight of 3. This´d mean to get a mod would be 6 in 23. )

Thirdly: With Biowares information policy, we will probably never find out what exactly they did ( they couldn´t even compile a complete list the last patch  ) and IF it was to the detriment of customer´s they will never tell. This is why I liked the Chinese law about having to publicize the drop rates of loot boxes in Video games so much.
