I'd argue that Dragon Age II wasn't feasible as it was because the developers made the ridiculous decision of trying to do things (like utilize a new engine) in a ridiculously short span of time, and ended up giving us unfinished quests, recycled areas, and padded out the short game with fetch quests to make it seem longer. It was a money grab, and it ended up hurting them in the long run, even though they made money in the short run. That was EA's call, not Bioware's.
According to Inon Zur, Dragon Age II's composer: "Unlike other titles from Bioware, this [score] was kind of a rush job", he tells IGN. "EA really wanted to capitalize on the success of Origins, so the game was really being pushed hard to be released now."

Going with the original question. I would be happy having a rehashed personal storyline but not in Kirkwall. You could do it in the context of the Tevinter/Qunari war, particularly if the character was a slave. You need not care which side won, since both are equally bad to you. Back on the old boards I suggested that the PC could be one of the elves that Loghain shipped off to Tevinter to fund his war effort. May be they were only a child at the time so have only little remembrance of home in the alienage. However, they were shipped off with a brother/sister/cousin who was sold elsewhere. You could spend the entire game trying to find them, whilst continually getting caught up in the bigger world events. Of course this could only apply to an elven origin, so you'd have to have a different origin for other races.
Alternatively, you could have been sold into slavery by your family (a common practice in Tevinter) and spend the entire game trying to track them down to either forgive or kill them for it (depending on your role playing). This could apply to any race since I don't subscribe to the idea that dwarves cannot be slaves in Tevinter, considering they have castless in the actual dwarf realms and if the nobility couldn't give a s**t about them there, why would the Ambassadoria be any different in Tevinter? As for a racial qunari, their Tal'Vashoth parents could have sold them into slavery. The war could be the reason you escaped the life of the slave (as an accidental by-product of events) but you might still have to avoid slave hunters tracking you down whilst you built a new life for yourself.
To be honest, I really hoping this is the plot for DA4 and you only get caught up in the world changing events through taking various jobs that unbeknown to you are further the efforts of either people seeking Solas or Solas himself, possibly both because the new PC has no idea about the bigger world picture, they just want to get on in the world.

If the OP would prefer this line of discussion to be moved to another thread, I'll certainly respect the decision. I'm not opposed to threads drifts, but I do agree this particular discussion deserves it's own thread. Back on the old boards I made a thread asking if anyone would be interested in Dragon Age spin-off games that revolved around others races; i.e., an Elf, Dwarf. Qunari, or even a Spirit/Demon specific story. The general consensus then was that most thought it could be an interesting idea, but not really viable in reality. Since this is all just for fun anyway, would this help for a more intimate story? What would you personally want to see in such games?

I would not mind a relatively self-contained story taking place in one of the other "lesser" nations?
Maybe a low-cost spin off game? Something like a TellTale game series?
