As the title says, that teleporting enemy still does what it does.
Charge and sync kill, pretty much watched it sync kill 3 team mates one after the next, as if nothing changed with this patch/update.
Also got grabbed while on the roof of firebase sandstorm while fiend was on the lowest level.
No indication(s) that the sync kill chance was reduced in my experience so far.

No the fiend doesn't teleport in single player, it's caused by lag, which is a multiplayer issue. Also, going on about firebase sandstorm and having 3 MP team mates are also multiplayer factors. Just accept you posted this in the wrong forum and stop trying to make it sound like it was done on purpose.

Fiends still teleport in single player as well.
