I'm sure this has been asked already but I couldn't find it. I just finished Eos and I'm at 79%. How do you get it to 100%?

You didn't finish Eos then. There are plenty of quests there that you can complete to raise viability even further after you turn on the Vault. Did you destroy the kett stronghold up on the plateau? Did you defeat the Architect? Both of those give you a ton of Viability. Smaller side quests don't give as much, but still help out.

just do every single mission you find in each planet and you will reach 100% viability in each planet

Once you leave Eos the first time, you have to land on Aya (I think), cutscene, then go back and wrap it up on Eos. There is more than enough for 100% viability points but it is max it will show. Much later in the story, there is two individuals who tell you about how great Eos is now (plus about the Kett prescense) and to go check it out. Sadly, I went back ASAP so there nothing there new so the conversation was alittle out of place.

Also you don't need to do everything to get 100% viability on the planets. I had it on most with many quests still left to do.

Once you land on Aya, there is some cutscenes and all. Maybe 10-15 minutes worth of content? Once you leave Aya, you can immediately return to Eos and explore the rest. You don't have to. About three story missions later, Suvi and Kallo will mention returning to Eos if you're not worried about 100% viability immediately. It's cool since you work at your pace.

Suvi and Kallo will tell you when it goes down, you won't be able to avoid the cutscene. This is always so out of place, in my PTs. I finish Eos 100% before going to Havarl, and then Voeld. They finally mention this after all 3 planets are 100% viable.

Kadara for example is pretty liveable if you can defend yourself and filer the water. Likewise a 100% viability on Voeld still has a enviromental hazard, aggresive wildlife and invading Kett.

I think it just means it's the most anyone can get out of it as far as resources. Water filtration is a constant process and humans use a lot of water, salarians even more so. Just being cold doesn't mean too much. That's actually easier to deal with than water filtration. Not to mention all that snow (if indeed it is water-snow) would make for plenty of water for hydroponics.
