For myself I choose health. Drack is a CQC fighter, so more health certainly helps. Also, auto-rage on 30% health. He can revive himself too (just can't remember the option atm). Basically I go with whatever options give greater health, damage output, self-revive, and also inferno ammo (once you have completed loyalty mission). As a note, I choose similar option for Cora where her shotgun deals cryo damage-super helpful.

WOuldn't it be easier for Drack's auto low health threshold stuff to kick in if he has less health

I know he's gonna get in there and take a bunch of damage, so at least Rage will kick in when his health threshold hits 30%, which iirc also increases his health regen rate. Darn, I wish I had his skill tree in front of me right now. when I get home I'll have a look and let you know what I chose.

With Cora, any unshielded red health enemy is simply out of the fight, so long as they're frozen. Also works nicely to debuff armor some. Saves a bit on having to use consumables by having either or both Drack/Cora.

He CQC so his shields gon get raped anyways. With lower health he'd "auto-rage" more easily.

Either way, so long as he's alive to kick some ass, that's really the thing, whether enraged or no.

Ok, some more about how I spec'd Drack regarding survivability.
Blood Rage 4B - Regen 5A - Brutality 6A - Triggered Rage (it's 20%, not 30% as I had thought)
Grizzled Veteran 4B - Endurance 5A - Damage Reduction (although Reactive Regeneration is good too) 6B - Defiance
