Since I acquired all the perks in the game which was around Nexus level 22. Either its broken when you get passed level 20, because it kept going back from 22 or 24 every time I went to the inventory screen, or for some reason it's intentional. I'd say its a bug, because I would get points for just completing quests and or finding fast travel points. I'd like to know if its intentional because SAM won't stop saying "You have AVP outstanding, Pathfinder." Every time I go to the research room. Also, I finished the game at Nexus level 25. I was unable to reach 29, so unless its for dlc reasons, i'm willing to bet its another damn bug.

Here's the history;
The cryo pod used to have a lower level. For some reason people bitched. Bioware raised the level, fixing something that wasn't even broken. ...and sounds like it broke something. Unsurprisingly.
All because fans wanted their Damn cryo pod points.

Unsurprisingly. All because fans wanted their Damn cryo pod points. You were earning cyro points experience you couldn't use and there were still perks locked. Made sense to raise the level. You still have to earn the experience by doing the missions and it makes perfect sense you'd unlock them all in due course. Any poor execution is on BioWare not the players.

That's the real question. You still have to do enough missions to gain the experience. As for choices, you do have to weigh the pros and cons of short term perk gains over what you'll have access to long term. Placing an arbitrary limit on what is already a select number of pods doesn't really make sense within the world itself. "Oh I've gotten the resources to open more pods but I won't. For some reason..."

That would make sense for why would you want to release more people when you might not have enough food or other supplies for another few months.
