A free mage is about as dangerous as a person carrying an automatic gun around. If one gets insane, they can kill a lot of people before being brought down, but the majority are reasonable people who want nothing more than everyone else: a chance to make a good life. The problem is, pre-emptive legislation that outlaws carrying specific weapons doesn't work with magic since you can't separate the mageborn from their magic without turning them Tranquil. Under those circumstances, I'd rather live with the rare case of mass murder than apply collective punishment to all. The other problem is the risk of possession. While non-mages can be possessed as well, mages are especially vulnerable due to their connection to the Fade. The other, other problem is Blood Magic. Yeah its a tool, just like any other magic ... but boy is it a multifaceted tool. Beyond just being able to augment normal Magic, that stuff can bind or shove Demons into other people turning them into Abominations, or just plain control people like puppets. In fact it seems to make any action revolving demons easier to do. Not to mention, it doesn't seem like it has a limit as long as one has the blood available. You seem to be able just about anything with Blood Magic as long as you have the skill and the "resources". That's a pretty tempting meal to taunt a mage with and expect them not to take a bite.

You know, I'm actually not as worried about that as I thought I would be. Most heavy forms of blood magic (i.e. sacrifice and mind control) is something most people with a conscience would find hard to swallow. Tevinter itself only seems to conduct sacrifices with 'lesser' people (slaves) and primarily uses blood magic as a way to augment their own power. But then again, Dorian's father was willing to change Dorian's mind by force. However, most of the south is very different from Tevinter. Killing another to augment their powers or using magic to create a human slave is something only a minority would be able to stomach. Not to mention that the art of summoning and/or binding spirits is something that most Circle mages are wary of due to how the Circle views spirits in general. They also know how often they can fail. If there is going to be any wide-spread use of blood magic, it will most likely be in the 'moderate' form utilized by mages where only blood from the practitioner is used, and only a radical minority just going all out and killing people on a regular basis. Say whatever you want about their curriculum, but most mages are Andrastian that still believe blood magic=maleficar. It'll certainly be something to look out for, but I don't think it'll be an epidemic, so to speak.
