The melee table shows that Krogan hammer only has a force of 350 while Biotic Amplifier (fist punching) has a force of 500. However, in my personal gaming experience I can always guarantee to stagger non-boss units with Krogan Hammer, while Biotic Amplifier can not. So how do enemies get staggered in game? Is force the only factor, or there are other factors that needs to be considered as well, such as damage? Cheers

What bothers me even more is that there seems to be no reliable way to stagger enemies in this game. Sometimes headshots stagger sometimes they don't, even when using the same gun. Also powers like flamethrower/incinerate should cause health enemies to panic but sometimes they just ignore it and continue shooting you in the face.
