Is Weapon Spare Ammo % broken? Using Maverick Armor, with no extra ammo? What am I missing?

What am I missing? I crafted Maverick Armor, which contains bonuses for spare ammo, and yet I'm seeing zero extra ammo when I use this armor. When compared to Heleus armor, I have the same amount of ammo. Can anyone tell me why?
