I started my third ME3 playthrough and was surprised that I was offered a bonus power at the character import stage, just like in ME2. During my second playthrough, I wasn't offered a bonus power at this stage. This makes me wonder what the conditions are for being offered bonus powers at the start of the game; is it necessary to have completed two playthroughs? Or did something go wrong during the second playthrough so I wasn't offered a bonus even though I should have been? For reference, my three playthroughs have been as follows: - started on ME1 (Sentinel, Normal difficulty), then imported into ME2 (kept Sentinel, Normal difficulty, chose Warp Ammo bonus after it was unlocked), then imported into ME3 (kept Sentinel, Normal difficulty, chose AP Ammo bonus after it was unlocked);
- ME1 New Game+ (Sentinel, Normal difficulty), then imported into ME2 (switched to Vanguard, increased difficulty to Hardcore, chose Fortification bonus at start and later changed to Geth Shield Boost), then imported into ME3 (kept Vanguard, increased difficulty to Insanity, was not offered a bonus power initially but chose Inferno Grenade after it was unlocked);
- new ME1 (Infiltrator, Hardcore difficulty, Shotgun bonus talent), then imported into ME2 (kept Infiltrator, increased difficulty to Insanity, chose Flashbang Grenade bonus at start), then imported into ME3 (kept Infiltrator, kept Insanity difficulty, was offered a bonus power and chose AP Ammo).

Bonus powers are usually unlocked during certain scenes with squadmates or when you talk to them in a specific scene. Perhaps it has to do with Ashley's/Kaidan's bonus powers? Maybe you unlocked Kaidan's bonus powers only now? Did you keep him alive in your first run? Maybe you can check an old savefile to see if Reave/Barrier was missing for you in an earlier run. Seeing how you got Inferno Grenades in your 2nd run, I assume you had Ashley alive at that point. Still it sounds a bit weird. Maybe it was just a glitch on your second run. I've googled quickly and it seems there are problems from time to time that the bonus prompt/selection was not available. These folks were on PC though, and you're on PS3... but who knows. ME can get very buggy so it wouldn't surprise me.

ME can get very buggy so it wouldn't surprise me. I did save Kaidan in my first run, but didn't allow him to rejoin the Normandy squad after the Cerberus coup, so didn't unlock his bonus powers. Wouldn't surprise me if it was a bug, the PS3 version is certainly full of them!
