When do you get the email for facial reconstruction?

Hey all, just starting playing a new game with the latest patch on Ps4. The first chance I got I checked Ryder's terminal on the Tempest and there were 2 emails but nothing about facial reconstruction and the option doesn't appear in the Med bay yet. My question is when do you get that email? Is it later in the game or do I have to trigger something first? Thanks in advance
