Which guns does this work best on? Looking probably for an assault rifle or smg to use it on, maybe a sniper rifle too, I love the reegar carbine for close range but need some long range lightning too.
Thinking of doing a lightning themed character: energy drain, overload, and zap (remnant ai) with the reegar and some longer range options.
Thoughts?

Do NOT use it on sniper rifles, it will reduce the damage to about 1-5% of what it's supposed to be, speaking from experience. From what I've read, it reduces the damage on slow-firing weapons, but apparently works fine on assault rifles or SMGs. A lightning themed character sounds cool though!

What about guns like the hornet?
Shame about the ineffectiveness on sniper rifles.

It has problems on anything that isn't fully automatic. If you also put an auto fire system in the hornet then it functions correctly. I've heard rumors that it gets some kind of damage bonus on remnant weapons like the equalizer but I haven't seen any testing to back this up.
