As far as I can tell, there are a number of white looking characters that have been there since long before the latest patch. The one female preset also looked white. Not albino white... but a more outdoorsy white tone. Now, it has been fixed and it is almost possible to create an albino PC (save for an inability to lighten the eyebrow color).

If we're going to go off the deep end about skin tones... why can't I create a seriously sunburned looking white person at the facial reconstruction terminal... After spending all that time in the radiation and bright sunlight of Eos, my fair-skinned Scott Ryder should be burnt to a crisp and peeling.

My own head canon about PeeBee's dark eye decoration is that she was trying to prevent developing sun blindness while doing all her research on Eos.  Would be nice though if we could remove it when we land on Havarl.
