Mass Effect isn't over for the same reasons that always apply in the games industry. No game series that has been popular ever truly dies - they can rest for decades sometimes, but eventually they return. The industry is risk averse and fond of using existing IP over new projects. Add iin nostalgia and it simply makes too much sense for them to ever cut ties completely.
The only thing which ever holds this process up is if the rights to the IP come into question. Otherwise, game franchises that have been sucessful will always return.
