IIRC it's based on the number of shots in the VHS-modified clip i.e. however many shots that equate to 100% x3.

It works similarly with the Remnant weapons.

It's pretty hard to guess. Should really be MAX ROUNDS x3 but I swear to God my Lancer could fire 3-4 clips worth of special ammo when I watched my consumption and didn't go full overheat.
