Alec Ryder could have developed a version of SAM for a potential volus Pathfinder, but the volus ultimately decided against joining the Initiative; however, they saw potential in SAM and bought a stripped-down version for their military. And it indeed came in handy in the Reaper war.

That begs the question though. It's kind of obvious that the principle of SAM's design is akin to the whole Synthesis thing that everyone loves. How would the reapers properly reconcile turning the AI on its creators when the AI and creator are basically sharing perspective - basically what the reapers wanted all along?
