ExoGeni-Cerberus Link?

So that would basically say (ie confirm) then that it was indeed the Alliance that ordered Toombs to be captured and tested; since, at that time, Cerberus was still part of the Alliance.  It seems the Alliance may not be any "cleaner" or "better" than Cerberus then... or is it possibly the event that caused the split?

The Wiki seems to indicate that the manifesto for Cerberus appeared right after the end of the First Contact War and that Cerberus was engaged in terrorism as early as 2165 (12 years before the events on Akuze in 2177).  It seems too long a time for Cerberus scientists (as identified by Toombs) to be identified by Hackett as being both ex-Alliance and engaged in a "classified project" [for the Alliance?] if Cerberus was just acting on their own (i.e. without Alliance support or direction) when they captured Toombs.  It just doesn't add up... not to mentiion that the Marines were sent into Akuze by the Alliance to investigate the colony falling out of communication... which would hardly be easily described as a "classified project" involving Alliance scientists.
