It doesn't. It shows 39% on my Level 20 soldier as well. I'm more concerned with how his soldier is XX and he has a 1/5/6/6/6 build with 3 points remaining instead of 6. Something more than just his veteran bonus is f***ed up. He's at lvl 19, not 20 in that screenshot. He posted one after reaching lvl 20, and it looks fine.

Tactical Cloak & Stealth Grid: Increased the melee damage bonus from 60% to 75% and bonus window from 2 seconds to 3 secondsWhat exactly is the bonus window? I read this as the Combat Cloak is now 3 seconds, instead of 2. However it doesn't show that in game. My best guess is that what they are referring to as a window is something like the window from ordering the attack that breaks stealth to it being carried out. I retested stealth for 1.09 and the key difference seems to just be that Avenger Strike gets bonus from Stealth Grid now. The damage duration length seemed to be the same, and the other mechanics seemed the same (stealth grid or base cloak only apply bonus to attack type breaking stealth). There definitely was not a bonus length of 3 seconds for base or combat cloak, and not for stealth grid. I suppose the alternative is that the damage duration is broken, but I am just going to assume this is the less likely possibility for now.

CTD is back. So far I've gotten it 3 times on XBox and once on ps4. All platinum difficulty, one time all but the host ctd'd simultaneously. So is on PC.

Good to know; so namely this benefits the Avenger, and does nothing for Infiltrator's. That might sway me to mess around with Avenger a little more; although I only have it to II. Also, I didn't realize that Sticky Grenade does not benefit from the default Tactical Cloak or Stealth Grid; only with Combat Cloak.

Is the missing skill point bug still not fixed, or am I more retarded than I think I am? Took my Angara Avenger to level 20, and didn't have enough points to max the three trees I should be able to as a Rank I character. Left with 1/2/6/5/6 instead of the 1/1/6/6/6 build I was expecting. Even if we took the two points automatically invested in Cloak and Stickies out, I would be one point shy of being able to get my passives to 6 (so 0/0/6/5/6 with five skill points unused). You could never max 3 trees as rank I 20, it was 6/6/5 at best.

Pretty sure you can't max 3 trees with a rank 1 character. You could never max 3 trees as rank I 20, it was 6/6/5 at best. Alright cool, I'll chalk that one up to not leveling up too many characters and misremembering things.

I assumed it was just the player with the weapon. I had this problem in both the gold and plat Apex missions tonight. I might have had one equipped as a secondary in the gold mission (but never used it). However, in the platinum mission I had a regular Shadow and regular Hurricane. In the plat lobby, all 3 players had siphons equipped.

Just a note to say thanks for the legit NEW bug reports esp. when they have screenshots or video or test results.
This was never meant to be a blanket "everything wrong with MEA since the dawn of time" thread so please knock that off. We're interested in what's broken in the 1.09 content or (presumably) because of the 1.09 patch.
I plan to package all this up, post it on EA Answers HQ, and then notify Bioware of the existence of the bugs on this week's Twitch. That way we don't have to ask eleventy billion "are you aware of bug XXX" questions.

Re 3. receiving rank XV characters twice.
I don't have any screenshots unfortunately, but I received krogard XV 5 times. Asari sentinel XV 4 times. Today, krogard XVIII twice and asari sentinel XVIII twice. Can biower confirm that in some cases this is also just a visual bug? Or has the already bloated manifest bugged out to waste even more credits?
