Hi all,
Is the new max level for character kits 20 instead of 10 now? And as for the new weapons, are they completely new, i.e I'd need to get them out of a pack, or are they modifiers for existing weapons, so once I own the modifier I can use it on any of the eligible weapons? I'm liking the changes so far, the UI overhaul is very nice but this has changed what I knew about the game, so before I get back into it I wanted to know.

Ranks of characters goes to XX, yes. The variant weapons beginning at rank I (Concussive, Bulkwark, Siphon) have the same stats (dmg, ammo, etc) as rank X of the base version, but have an additional effect. These variant weapons also go up to X for minor increases in their special ability. You can obtain veteran character ranks (XI-XX) and variant versions of any weapons (I-X) in packs after you have acquired the rank X version of that item.
-Veteran Character ranks give 4% bonus to each: Power Damage, Combo Damage, Melee Damage, up to a total of 40% at rank XX.
-Concussive does a biotic explosion when you get a headshot, Bulwark gives DR based on how many allies are near you (10m), Siphon gives you health back when your shots connect. Some weapons like Scorpion don't have Concussive variants, but some that have even a small capability to weakpoint/headshot will (shotguns).
So now there are 20 cards for each character and 40 cards for each weapon (all rarities excluding common weapons). It's possible to get variants of your existing X weapons before obtaining your standard weapons that haven't yet reached X. Take that how you wish.

So are the new modified weapons solely rare? Or are there any UR ones?

Some weapons like Scorpion don't have Concussive variants, What's the basis for this claim? Scorpion Concussive is in the game files. Every weapon, all 3 variants are in the files.

They've said on stream that Scorpion doesn't and I assume the same for most explosive weapons. I'm guessing it has to do with their ability to have headshots register as the killing blow or the general difficulty even (venom).

Scorpion, Naladen, Falcon? I guess we'll know for sure once people max their rare manifests. They absolutely are coded, so they'd have to withhold the cards on the back end in the store. I remain skeptical. Characters with no detonator (and thus no way to benefit) have combo bonus ranks from Vetaran. And Bioware.

Looking through the manifest, I couldn't find Scorpion, Falcon or Venom. Naladen is there though which sort of makes sense.

The Naladen has a headshot modifier, unlike the Scorpion.
By the way: It seems to me if you haven't unlocked all X levels of basic weapons, or all XX levels of characters, that it's more likely you get another level of those when opening Premiums for example. That the chance to get any level of the new variants is lower. Anyone noticed the same?
