EDIT: Like Biggydx says below, these are just new placeholders for the upgrades that increase our consumable capacities from 2 to 5 and which have been available since launch.
I'm seeing these in the app, in my consumables section:
3 - Ammo Pack Cpacity Increase
3 - Revive Pack Capacity Increase
3 - First Aid Capacity Increase
3 - Cobra RPG Capacity Increase
And also, finally, we can see the character respec cards in the app. Apparently I've got 4.

If you recall getting the increase cards it went +1 (3 total), +2 (4 total) +3 (5 total) going up to this alleged 8 total would mean a +6 unlock card.
