Do enemies have a greater tendency to spread out more in MEA compared to ME3? I have fond memories of mowing down clusters of enemies with my Turian Ghost or Geth Flamer Trooper. I feel like I encounter clusters of enemies less often in MEA, despite there being more enemies on the map at a time. It could be some combination of AI, map size, spawn location, and, of course, mobility through jet packs. Or I might be mistaken.

Locomotive mechanics.
ME3 spawns were limited to 2D movement, ladders and ramps notwithstanding, so they tended to travel together toward players as a clump after spawning.
MEA enemies have jetpacks and/or 50-foot vertical leaps, so they are much less constrained by their immediate environs in determining where they'll go after spawning.

They also spawn more spread out. In me3 you could force all enemies into 1-2 spawns, which doesn't work here.

They die faster, spawn faster and kill you faster.
They also move faster and you can easily tell enemies going all separate ways even when they are spawned in same location.
...In short, yes, it is harder to find many enemies on one spot.

One of my proudest moments in ME3 was taking out a phantom, and 2 dragoons with one of the single shot sniper rifles on Glacier. Happy days indeed.

To be fair, it is possible here in MEA but it's such a rare lucky shot. I managed to kill 3 redbar enemies on Gold with a single Black Widow headshot... once. I'll always remember it fondly. Also, the enemies do spread out more but if you want them clustered together, just camp a room of your choosing in Plat. You'll almost immediately have 5 dogs and 4 berserkers on your head.

They also spawn behind you in MEA which never(*) happened in ME3.
(*) OK, extremely rarely in ME3. But 'behind you' spawns are common as dirt in MEA.
