I just opened an expert pack and got 2 URs... both boosters. I literally have 8 character/weapon UR cards in my whole manifest. If this was a one off I wouldn't be so pissed but lately it seems like a lot of the rare/UR cards I'm getting are boosters, despite my crappy manifest. Is anyone else experiencing this? Have they changed the drop rate for boosters?

Boosters are always randomly leveled, they have no bearing on the items you unlock in the pack. Their level is randomly determined by the pack type, getting rarer boosters in better packs more often. The only guarantee is that if you have everything unlocked for the tier of item you are supposed to get that you will get a booster of minimum rarity instead.
Also, Unless you are using boosters you should skip on the expert packs entirely, and go for premium, arsenal, and reserve packs, as they provide better unlock bang for your buck, and consumables can easily be replaced by jumbo supply packs.
2 Expert packs provide 2 gold+ items, with no floor as far as I know on ultra rares. 1 premium pack gives 2 gold++ items with a minimum of 1 ultra rare every tenth pack. Same price

Same price Well, that makes more sense. Although I could have sworn I received a booster as my rare card in an expert pack. Must be remembering wrong. Thanks for letting me know... I guess I should be grateful that I got UR boosters at all then! I know that the 100k packs are better value in theory but I mainly play silver, and usually not enough each day to guarantee enough credits to purchase one. So expert packs are the tradeoff.

Yes. Drop rates are changed every day for each player individually. The worst I have seen in RNG is definitely cryptarch from Destiny 1. The launch of the game having cryptarch decrypting your engrams to find out what weapons/armors u got was beyond frustration. You have a purple rare engram that took you 3 days to get? Boom! He decrypted it and it became an uncommon green shit weapons/armors. Double RNG man. I have played an old school F2PMMO on pc called maple story, it was in 2D and there were massive RNG, like applying scroll to upgrade weapons but the best one only works 5% of the time and you only have 7 chances to do it before you destroy your weapon. Even that was better than what Destiny had in mind when it launched lol. MEA RNG is alright lol
