Flak cannon by far. Its not even close. Rank 4 +3 allows for 10 flaks as well.
Concussive shot cancels yoursnap freeze debuff and should only be used when it will be a fatal cryo combo or close to it.
I run a 66661 build at times but for our speed runs I take fitness and skip concussive shot. 16666
If you play mostly gold and lower 66661 is a non brainer.
Flak cannon in action: 12:20 platinum run....it just melts stuff... +3 capacity, armor and DOT
I honestly haven't tried shredder on platinum but DOT is strong.... +100dps for 8s = 8damage not counting any power bonuses or armor debuffs....its a lot of damage
I don't know anyone who actually runs shredder...

Depends on your play style. Batarian is most versitile and usefull kit in the game imo atm. He is the Human adept version of a soldier, everything he does can stun or stop redbar vs team assaults. And... one of the best debuffs in the game. I like repeat concussion with shield damage for triggering tech combos dropping shields and stunning observers. Flak cannon is just my AoE DoT for shieldstop and stun. Snap freeze for debuffing armor/bosses. Play him the way that gets you what you want. Be it credits or fun!

Flak Cannon over concussive shot for the reasons mentioned above. The most important reason is that it doesn't detonate Snap Freeze and thereby cancel the massive armor debuff.
As for whether to spec into concussive shot at all, my vote is no. It's still a useful power, but a one-point wonder for cc and detonating, and you don't really need the extra damage or lack of cooldown vs lesser enemies. Meanwhile, both passives provide a lot of value, particularly Hold the Line when combined with a Siphon weapon.
The last two ranks of Flak Cannon are mandatory, don't drop those. They're what provide the ridiculous armor damage (or cc if you go that route).

Nice best of both worlds build but sadly no snap freeze debuff Sustained fire is a must, it completes the debuff package of the batarian. I usually just 1 point survivability. I find its much more effective for me to drop 3 observers shooting me from cover fast as possible, rather than try and survive it. Hurricane prime tech combo 1, flak cannon another to drop all shields and disable/stun them and anything near them. Finish them all off with weapon. Takes about 4-5 seconds for most I've done 5 enemies. I use this on all redbars. If I see more than 2 enemies already red bar I toss out snapfreeze instantly without even thinking about it. Some players do, but imo you shouldn't build to survive against enemies in platinum, you should build to walk over them for the win!

The rank 5 and 6 of flak cannon are where it's power is. It's not really that good at rank 4, might as well be skipping the best power in the game entirely at that point. Snap freeze and flak are both monsters at six, but not that good at low levels, still very strong base abilities to be sure, but not killing platinum blaze hydras in 10 seconds solo amazing. That is what they do together at 6/6 Concussive is the weakest power on the scrapper in terms of it's maximum potential, it is very good at 4, but the only thing worth skipping out on if you want to use it are his still very good passives. The scrappers biggest build issue is that there is no weak link. Only strong, very strong, and brokenly strong ones.

Gave the hurricane and the Ruzad a shot last night. I have a hurricane V and a Ruzad Siphon X (added siphon benefit of keeping me alive). Settled on the ruzad and annihilated beserkers and behemoths last night. As i understand it has between 5-7 pellets per shot? Weapon efficiency gives 4 shots per clip and a much quicker reload time. 2 Ruzad shots get the full sustained damage bonus. Extremely high burst damage gives maximum damage during the snap freeze window. (Ruzad-->Flak-->Ruzad-->Flak....., throw flaks in during the Ruzad firerate gap...end with concussive). I doubt the hurricane is as insane during the snap freeze window. Someone would have to run the armor damage numbers.

It just doesn't synergize well with the scrapper because it ends the snap freeze debuff at 1st shot.

This was admittedly Gold not Platinum but:
See spawn of Raiders / Assemblers / Chosen / dogs / other redbar crap. Snap Freeze. Flak Cannon while moving forward into... Biotic Punch (or Concussive Shot) detonating Cryo Combo. If anything survived Flak Cannon again. Spawn is dead in about 3 seconds.
If you see shields lead with Concussive Shot + Flak (on console they are on opposite shoulder buttons, so easy to 1-2 punch with), then Snap Freeze, then remaining steps as above.
This guy is a beast.

I played my level 1 Batarian X for the very first time in Gold.. Just went in with Maxed Flak Cannon and topped the score. (It was so easy. Flak kills everything. Snap freeze do perfect CQC for anything that gets too close. Concussive shot is wonderful at level 1 as detonator) ...So.. yeah... If you not gonna Max Flak cannon.... you just gimping all Flak Cannon classes. It`s that good..

I had toyed with an all-rounder and powerful build; 66661 with concussive for radius and shield damage (armour being covered by the usual)
It's very powerful BUT I find the shield damage to just not be enough on plat - I'd rather invest in fitness although I have had many successes with the build on plat - it's great for when a group of anointed or destined spawn as it will damage shields in a radius. It's also great for observers, but outside of this I got more mileage out of fitness. All of his powers require you to expose yourself popping out of cover, and fitness affords you the time to poke your head out and do some serious damage.
