Basically just want to ask your opinions on rank 4 of the combat passives. It's basically a choice between 8% weapon damage or some combination of power damage, power cell capacity and melee. I just noticed the subtle differences looking at the tree across multiple characters, like the TSol getting +2 power cells and weight capacity instead of power damage.
I'm currently leveling my Scrapper for platinum pugging and want to maximize my own damage output with a high-RoF weapon + flak... so obviously snap freeze/flak full armor bonuses and sustained fire are no-brainers.
The real question is the 8% weapon damage EVER worth it on these soldier classes? Most of them have high damage grenade powers so it seems like a no-brainer and I always pick 4b... but just want to make sure I'm not missing out on some hidden multiplicative bonus or something. That 8% seems pretty paltry for a 4-point investment when a level I booster is 10% and you'd be missing out on 4b. Especially using low damage-per-shot high ROF weapons.
I guess I just don't like skill evolution choices that are so one-sided... makes me suspicious and they make builds cookie-cutter.
Thoughts?

Kind of no brainer ... power based grenade spamming Hsol: 4b; grenadeless TSol: 4a; flak-spamming scrapper: 4b.

depends on the kit, and how you build that kit. i almost always take weapon training for my turian soldier, even if specced into 6 ranks of frag. this is because if i were to compare my total gun damage output against my frag grenade damage output throughout a single plat game, i can almost guarantee that my gun damage output would be significantly higher. even with 2 more power cells, the 8% weapon damage would simply give me better overall returns for the points investment.
conversely, the damage output on my human soldier is very different. it's probably an even 50/50 split between gun damage and combat power damage (concussive shot/frag grenades), so the 20% power damage and 1 extra power cell would yield far greater returns.
we run into a similar dilemma with the Weapons Training and Apex Training passives. Just think about how your particular build deals damage to make your decision.

For non-PC platform, I would say 8% is near useless compare to power damage bonus.
I don`t think any of my soldiers use 8% weapon damage.
Not Kromerc, Not human soldier, Not batarian.. and not even Turian soldier. Grenade damage matters especially when you get few extra ones.

Kind of no brainer ... power based grenade spamming Hsol: 4b; grenadeless TSol: 4a; flak-spamming scrapper: 4b. I really like 4b on my TSol but I don't take Fort 6 and grab Gnades 3. Now that I actually care about having a good secondary weapon, it's nice for the extra weight as well as I generally run him with sniper rifles and they are pretty heavy. 8% damage is 8% damage but I find it's pretty easy to live without.

I'll take gun damage on tsol and infiltrators, but power damage + charges on other soldiers that use powers.
The infiltrators don't need an extra grenade. The skill itself gives them enough to crush task waves, and they rely much more on guns for survival waves.

I sacrifice rank 6 fitness on my TSOL, for having grenades rank 3. And munitions training is 4b. Thats a small compromise to have some grenades.

Specifically for high damage low clip weapons only, that 8% can make a difference on a 3 shot kill to a two shot kill, which is very useful.
I had this with my turian agent with Dhan II against red bars for example.
Just something to consider in that very specific scenario (which will also become irrelevant as you unlock further weapon levels)
