Unlocked the Salarian Operator the other day (amazing character) and on his defensive Tech Passive both ranks 2 & 5 include power restoration and defence. Can someone tell me what exactly this means for the character? Power Restoration I'm assuming is recharge speed, but I am not sure about the defence part.

Power restoration and defense increases the amount of shields you receive from powers like shield boost or energy drain. It also theoretically increases damage reduction from powers, but no character has both to test.

it also increases the amount of debuff from invasion but not from elemental tech debuff

Only the damage enemies take debuff, not the damage from 6B they deal IIRC?
