Uncommon weapon mods only drop in the first slot of advanced packs if all other uncommons are maxed. If you get lucky on the other item slot and get an uncommon instead of a common, it can be a weapon mod. I have started buying them from the item store, so I have a few. Notice I have the Bulwark Carnifex. You have to max all the new weapon variants, too.

Your OP title says "after" all other uncommons are maxed, but your screens show that they're not maxed. It's bad luck to get mods "before" all other uncommons are maxed and It really sucks. How many packs did you get that only contained weapon mods?

How many packs did you get that only contained weapon mods? Zero. It is completely impossible for that to happen. Read the post with the screens. It is clear you didn't. I thought it was fair to condense the information in the subject line and exaggerate a little, since it is so very, very little. Somehow I didn't expect we would be debating this. It is common knowledge. Obviously something is wrong, even if you don't believe the details. I have hundreds of uncommons and only a few mods, most of them from the item store, not packs. That pushes the boundaries of bad luck.

They really fucked over new players with the reskinned weapons and veteran character cards. I was able to finish the uncommon cards in less than a week, including the mods, but now it would take a month or more.
And buying mods from the item store is terrible since there's three times as many now. It'll take a year just to finish collecting the uncommon ones.
I doubt older players care. They don't know what it's like when a post-nerf Vanquisher 2 is your best weapon and a scope is your best mod. I made a thread about how Remnant weapons should be moved down a tier, but there's plenty of stuff at the silver tier that could go down, too. (Zalkin, Mattock, Phalanx, Incisor, Disciple, Kro Engineer, Asari Sentinel, I'm looking in your direction)

I am confused, because I have been opening a lot of Advanced Packs since last 2 weeks, and occasionally got Uncommon Weapon Mods even though a lot of Uncommon Weapon weren't maxed out.

I thought you should rarely get weapon mods if your character and weapon ranks aren't maxed out in that rarity. I've gotten mods once in a while before character card and weapon card were maxed out before 1.09 in the packs which sucked. I guess I'm just not understanding what's happening.

Better than some gold characters IMO.

I realize that newer players face a host of problems getting the right equ. That's why we don't kick out every pug.

The mods released before 1.09 still drop in regular packs. The mods released with 109 come in item store, those are labeled as mod variants, I believe.

I know this feel. I've spent a little over 2500 funds getting common varient mods... just another 3000 before they're complete and I start on the uncommon tier (which will cost 11200, in case anyone hasn't realized it yet)

This has really sapped my will to keep playing. I was on the cusp of graduating to premium packs. Now I have to choose between never moving to premium packs or never collecting the uncommon mods. There is no way I'll stay motivated to do both, and the one I don't do will irritate me forever. Even with 6 level capped apex teams and the daily challenges, the mission funds just aren't there to afford to do this through the item store in the next 6 months.

I'm still not clear on what we are complaining about, here.
The game has always dropped stuff in its own weird order. You just have to grind through it. The grind is longer now because of veteran characters and variant weapons, but at the Uncommon tier that shouldn't matter *that* much.
The Mod Variants that are *only* purchase-able with MF, do not change what you get in packs.
