No, we are just speculating, based on the ending of Tresspasser, which seems to imply that's where the group is heading. But that doesn't mean the whole game will be set there, and anything could change.
As for the likelihood, they did hint back in DA2 we would be visiting Orlais...and we did.
But we have no idea how much Tevinter will feature in DA4. I think many fans expect to and want badly to go there, though....it's such an important part of the lore we have yet to see. With the Eluvians, it's possible we could be quick traveling around anywhere on the map.

It's about as confirmed as the devs could possibly make it without explicitly saying "hey, we're going to Tevinter!" I'm really hoping (against reason) that we don't go to Tevinter, or that it's very limited. We already did a shitty place full of angst ridden shitty people in DA2. It was bad then and it will be bad again. Dark doesn't have to be morose and angsty and games should have hope and moments of light beyond the odd witty quip. "A shitty place full of angst ridden shitty people" is highly subjective, not to mention that everywhere we have been thus far has had such themes, not just Kirkwall and (soon) Tevinter. We have already seen depressing, morose visuals and oppressive, terrible people in Ferelden, Orzammar and Orlais as well, and there were still occasionally moments of hope, namely in Ferelden and Orzammar. A positive you might be able to take from it, is that the protagonist (along with Dorian and Mae) might just get the opportunity to improve upon Tevinter's awful customs like slavery and class system, which in turn, will likely improve elsewhere as well I'm more worried how they will approach these topics and themes. Dorian's conversation about slavery definitely still makes me glare at my screen.

Evil people don't really do angst, most of the time. They don't think they're doing anything wrong, so what is there to be upset about? And as far as the good people of Tevinter, the Lucerni faction is on the rise, so that seems pretty hopeful. Besides that, Tevinter has plenty cultural beats unrelated to evil magister stuff. Their art and architecture are supposed to be pretty spectacular. According to Dorian, they're relatively free with their emotions. The underclasses would have their own interesting societies that we currently know nothing about. Due to proximity, there'd also be the interplay with dwarven merchants, and peeks into the less military aspects of Qunari culture. We have a shitty impression of everyone from the north, because most of the people who'd have reason to travel to the south would be soldiers, spies, or slavers. But these societies also have farmers and weavers and bakers, just like everyone else. The evil empire portion of their society must (by necessity) be relatively tiny - soldiers and villainous nobles don't put food on the table.

Besides that, Tevinter has plenty cultural beats unrelated to evil magister stuff. Their art and architecture are supposed to be pretty spectacular. The Magekiller comics have given us our only direct glimpse of Tevinter so far, and one of the things we saw was a magically-enhanced theatrical performance of some kind. I look forward to seeing more of that kind of thing in DA4!

What would you want to visit then? Nevarra, as long as the voice actors can do the Cassandra accent, Free Marches done properly and Rivain. I'd say Antiva, but I'd suspect they'd lay on 'edgy' Crows far too much.

Evil people don't really do angst, most of the time. They don't think they're doing anything wrong, so what is there to be upset about? We had plenty of supposedly non-evil shitty and angst ridden people in DA2. Anders and Fenris obviously, but also pretty much every mage that gets a speaking line. As to good bits of Tevinter, there may be some of those but it's a society that has slavery, an institution that affects the whole society whether you are an owner or not. It's a terrible institution that makes the whole place terrible. Plus, the way Bioware writes things we would see lots of angst-ridden slaves being really shitty people as soon as they are given any agency. I wouldn't blame them, but it doesn't make for an enjoyable game.

I think DAO was the best of the games so far, for atmosphere, mechanics and much of the story. DA2 was just a mess in all departments and the version of 'dark' was marred by the lack of contrast and people just being petulant.
