So I this run I was going to basically tell Morda to F'off and not give drive core. If that happens no outpost right? So this quest can't be done correct?
*note I haven't given Morda the proverbial finger yet*

That's one of the Addison quests? I think the satellite tracker will still show up in Eladden's system even if you don.'the give Krogans the core.
