What does "Shield Regeneration Bonus" really do? Is it a regen delay reduction bonus that only affects shields (as opposed to shields and health)? Or is it something else?

Shield regen delay bonus affects the time it takes before your shields start recharging. Iirc shield regen bonus decreases the time it takes to refill your shields once they've already started regenerating.

It is how long it takes to get your shields back.
So if you have 250 shields and 25 sh/s regen it takes 10 seconds for shields to recharge after the delay.
a 50% shield regeneration bonus will increase that to 37.5/s, taking only 6.7 seconds to fully recharge.
