Cora and Addison strike me as very similar characters in that they are always looking to someone else for direction and for validation. Part of me suspects that Addison is what Cora would have been if Cora had been shoved in to the Pathfinder role.
Both Cora and Addison have similar arcs with coming to terms with this fact that they are more followers than leaders, and/or figuring out what it takes to be one, depending on how you want to play it.
My only question is that Cora really wants it now that she knows how to be one. Some people (like Addison) can be more infatuated with people who are Type A personalities (Ryders, Sarissa, Sloane, Garson, etc) and confuse this with wanting to be one; and are more content being a follower.
I can see Cora taking a leadership position later if she wants it. She shows shades of trying to be one with Vederia if Vederia becomes Pathfinder. Her attachment to Alec and his dream may make her stick around with the Tempest crew in a support role to Ryder. I can also see Ryder loosening the reins on her, though, and let her lead her own away missions and so forth.

I'd prefer they not, for a couple reasons. One, I like Ryder as they are rather than a Shepard 2.0 and it's not like we can't do both. Two, part of Cora's character arc is her accepting and finding a place as your second. My understanding of her arc was that she would have made a terrible #1 if she'd gotten teh job when Alec Ryder died. Getting over that anger and realizing that. And then accepting the #2 position gracefully with Ryder as #1. not that she preferred being #2 forever and ever.
I don't think Cora ever really gets over or accepts that she isn't PT since every time I go back to HQ she is wistfully saying, "How would this look if it were mine?" or something along those lines. She still wants to be PT, so her telling Ryder she's OK with it is basically a lie. It was especially annoying when Scott romanced her.

I always cringe when I see her lingering in Pathfinder HQ. I think to myself, "Why are you even here?" It does sort of invalidate, or at least undermine, much of her more significant character growth.
