For those asking, I'm using Windows 7 64bits. After a ton of trials I disabled Vsync and Triple Buffer and it worked! Strange thing, disabling only one of the settings only works for a time, then the damned cursor returns. Disabling the two makes the cursor works as I think it should, only in the conversations. My card is a Radeon RX 460 and I checked the settings in Radeon software, the global settings are configured to let the application set it, specially buffer(s), vsync, anti-alising and aniso filters. Also I didn't used the game/card profiles. Don't know why this happened, it's the first time I have this type of problem in a game. Anyway, thank you all for the suggestions. Well at least some progress... Also cursor now works as it should in the main game or just in conversation? Graphic card profiles are meaningless unless you are speaking about global settings only. Had a game once that these settings were set to let the game decide and the game fried the graphics card. Since then I have always manually set global settings.

In terms of graphic quality MEA doesn't need or require an extremelly high-end machine to run the game at an acceptable quality. 900p or 1080p, textures shadows and lightning settings at medium quality, blur off, SSAO filters and mesh and vegetation quality high. Bioware and EA recommend a beef up system, but for your mid-end PC this settings should sufice.
Even when setting the terrain quality to medium the game looks pretty.
Only when pushing things up you do need a really high-end machine with high end 4GB graphic cards (sometimes more), like using Temporal AA, Ambient Occlusion HBAO, ultra textures and so on.
The part that really drag is the UI, it requires micro-management too much. Even for using a simple ladder you need to press a key. LOL
