Does anyone actually use them? I mean as a regular offensive build? The only use I found for them was a bail-out Profile for my squishy Engineer. If I got caught in the open and almost dead I could have Barricade and Flak Cannon without having to wait for a cooldown. But for offense, I always preferred a cooldown over having to hump crates during a big battle.

I don't, but I rarely used grenades in Mass Effect 2 or 3 for the very same reason and now that I think of it I was the same way with the Heavy Weapons in Mass Effect 2. I am the type of person that hangs onto consumables if they are in limited quantities unless I really need them which rarely happens.

No. In multiplayer they're okay-ish. But in single player power cell reloads are too unreliably few and far between.
Besides, there are better ways to have little to no cooldown (FMoA, shield usage).

Honestly I would use these power cell abilities if they worked like similar to the talon mercenary's arrow grenades in the ME3 MP, where you slowly regen those grenades over time.

Yes. My Engineer uses grenades and Flak Cannon on his Really Big Gun profiles. They work pretty nicely IMO.

Yeah same here I've not really used any of those that much I do intend to eventually on a primary build to mix things up a bit but it'll largely depend on the build it'll mostly likely be if I do a more soldier build though. But it depends on the kind of build your going for I think. I can see myself maybe using one on a secondary set of powers on my explorer Scott but I haven't decided yet. I know my primary build will be turbocharge tactical cloak and Nova but that's all I have decided at this point.

This exactly. With FMoA, cooldowns are nearly nonexistent. Power Cells suck. Those skills are like bad leftovers for me, good only for boosting my passive perks.
