I don't know if this is a bug or not but I have completed Everything on Eos, Voeld and Havarl - they are all at 100% viability. On my Star map, there is no Elaaden or Kadara. In the main Quest I have been to the Aya Vault but I didn't want to march on to Meridian and the end of the game with such a huge chunk MIA. Anyone know what is going on here?

After going to the Aya Vault, did you talk to Evfra on Aya again? Doing that should start a cutscene that leads to Kadara being unlocked. As for Elaaden, it isn't unlocked until after you visit Kadara for the first time.

yeah in some instances you have to complete the main story along a bit to unlock the next bit. that's why you have those on Hold notices too in certain questlines which means you can't continue those quests until the main story has moved on a bit. Which means you need to go back to the main story for a bit in order to unlock them.
