Really? Because every time I respec someone, I get a new one almost straight away. I always have three of the things. Hax! I get them almost immediately too. I thought game checks if you have less than 3 and grants you one in next few purchases. And no .. I don't hax.

I think you have to get vet packs until all silvers are unlocked, then Spectre packs until all golds are unlocked, then Premium Spectres after that. I skipped out on regular spectre packs though because I'm impatient, and for some reason, I still am not surprised when I don't get an Ultra-rare in PSPs, even though I should focus on getting gold stuff first. Hmmm okay. It's really confusing. I've been told lastly to buy the last two packs on the list (can't remember their names, my memory is bad) but they don't give any good equipment, maybe once every 5th buy or something I get ONE good item, it's so silly. If you've already maxed out all Silver and Gold Weapons, Mods, Gear and Character Cards, there is very little difference between packs. Theoretically, because Spectre Packs trade one Gold slot for a Silver slot you have the greatest chance for a Shotgun Rail Amp III in those packs - but that slot can also be taken by a common character xp-card, unfortunately. That said, I also do have great luck getting those level III amps when buying Jumbo Equipment Packs. The mathematically best choice for level III and IV consumables AND Ultra-Rare weapons would be Arsenal Packs, though, because they are the only 99k packs which can't drop a common character xp-card instead of a better card type. But the store is still RNG, so what works well for me may not seem to work as well for you - even if it may do so in the long run. I've gotten almost all of my ultra-rare upgrades through Arsenal packs, though I've got a friend who swears that Spectre Packs work best for her concerning amps and ultra-rares...so it's not that noticable a difference So there's nothing wrong with buying a Spectre Pack now and then when you haven't got the credits for a 99k pack.
