DAI suffered from much of it's tone being set dressing. Yes, there are tons of dead bodies on the road side, but they aren't plot relevant, we didn't get to meet them, and we weren't involved in their story, we just get to read about it from a incidental piece of parchment.
The Chateau quest in the Emerald graves for example, which serves as the staple DA haunting quest, was just a bunch of bones rattling around a dusty house. It could have been so much more if there were characters before that we got to meet and a chance to care about. Or, the whole of the Fallow Mire. Yes, it was terrible what happened there but there is no incentive to care about these horrible things. Even Hushed Whispers was an alternative future, so we really need not worry about what is going on.
My point is that for DA4, when they want to introduce these dark morbid happenings of Thedas, they need to get us to care about them. It wasn't the shiny lush forests that stopped DAI from striking the right tone, it was the lack of investment in the horrific things.

So the Inquisitor should have had personal connections to everything? The tone and delivery was fine. Every horror doesn’t need a token character or link to bring depth to the tragedies. That’s just lazy writing and emotionally manipulative.

How could that work in a non-linear game?

The tone and delivery were not fine, but that's just my opinion.

If we are in Tevinter I want everything to be shiny on the surface only to discover the grimness and darkness underneath. I'm also clamoring for more lore regarding the Old Gods and the rite that allowed the magisters to breach the Golden City. Like DA:I I want it to be pretty lore-heavy. However, I also want there to be room for lightness and laughter. DA:O balanced these very well, so something similar in tone would be appreciated.

An antiquated tone, excellent. And I think the best way to achieve this is to make the combat style exactly like Origins. They can call it Dragon Age 4: The True Successor to the Spiritual Successor to Baldur's Gate.
