Does story-based co-op actually have much of a fanbase? Worth a poll maybe? There aren't a whole lot of recent examples out there besides A Way Out while everyone and their dog is chasing the lite mmo fad which seems to have run it's course. Borderlands, Halo, Gears and Resident Evil 5, colonial marines, call of juarez, were all about 10 years ago... there's obvious overlooked potential in the concept that just hasn't been realised yet imo.

Non of them have done it particularly well... there's obvious potential in the concept that just hasn't been realised yet imo. I think to make a good co-op story game it would have to have a 1.5 development approach in the same way that Mankind Divided was developed for both a stealth style or a combat style. So they would have to design for a solo story game (or co-op) and then go back and rework areas of the game to fit in the other method. So that means developers are going to have to look to see if that is where they want to put the effort or just to make one mode with extra content from the development that would have been used to work on the other mode.

So long as it's integral to the core concept and not treated as an afterthought I think BioWare could and probably should have gone in this direction to address the apparent need for greater social interaction but time will tell if Anthem really was an appropriate direction for a studio that lives and dies by their reputation for storytelling.
