Blast from the past.
The answer is Incendiary. Much better than the others in ME3, and largely the best in ME2.
Otherwise, in ME2 Disruptor is really only useful in Geth or Mech heavy missions, and it didn't do much more than Cryo could potentially do there. Cryo was excellent for husk heavy missions, and wasn't too bad for other types.
In ME3, Disruptor is largely more useful than Cryo, but is still behind IA.

Fo rme it's inciediary/infern oammo love setting enemies on fire with it. But moer often than not I always carry an ammo power I always fin dthem too useful t ono thav eone even if my class doesn' thave a ammo power I'l pick one as a bonus. For example planning my next Shep to be an adept so will equip her with Warp Ammo.

Cryo and Incendiary are my favorites. As far as best, you could make an argument for Incendiary; but it somewhat depends on what you want to do.
Changed: I now rate Incendiary higher than Disruptor

I think I prefer Incendiary to Disruptor in 3, so maybe they're both tied for second behind Cryo; or Disruptor has a slight advantage overall since there are still things I enjoy about it in 3 that make it almost even with Incendiary, like the ability to break the shield-gate and the stun effect it can create. Sadly I find it's harder to consistently get crowd control out of it than Incendiary. My order right now is something like this: 1. Cryo 2. Incendiary 3. Disruptor (4.) Warp/APA --- (?.) Shredder An interesting observation: I was curious to see if APA was useful for forcing enemies out of cover in ME3. I tried this with little success. I got the idea instead to try the three native ammo powers (I,D,C; each having crowd control properties) with a weapon that has an armor-piercing mod... and, voila!...you can force enemies out of cover this way, which leaves them vulnerable to being casted upon. APA is basically worse than the main ammo powers at what makes it unique with such a setup. My vote for ME3 might go to Warp Ammo, then. At the very least you can argue it adds variety to an Adept who doesn't want to rely too much on biotic explosions. In ME2 I lean more toward APA since it would be better on an Assault Sentinel who wants more DPS or an Engineer in the same boat, maybe one that's also foregoing Incinerate.
