Except they don't fit the description of a sheepdog.
Shepard is career military (Special Forces, actually) and Ryder is former Alliance military, now with Initiative in a position that will take the place of the Spectres (who are career military in service to Citadel Council). So Ryder will be serving a Nexus Council before you know it.
Neither are civilians, which is one of the conditions.
