TL;DR: there are a lot of parallels between Elvhenan and Tevinter. Both were led by mage-kings. Both empires rose on the backs of slaves. Both highly revered dragons. Whoever whispered into the dreams of the magisters knew this. Much thought recently has convinced me it really was the Forgotten Ones who did so under the guise of the Old Gods.
The Forgotten Ones rebelled after the Evanuris declared themselves gods. Their promises of godhood to the magisters mirror what the Evanuris sought for themselves.

My money is on the Forgotten Ones being behind the whispers too. That codex in JoH by Gelduran suggested he was just waiting for the opportunity to step in when the Creators were out of the way. The fact that the term Evanuris doesn't make clear if it referred to both sets of gods was annoying. Dalish legend says that Fen'Harel tricked both the Creators and the Forgotten Ones into being locked away. However, the Creators were no longer able to contact their followers, so if the Forgotten Ones are the Old Gods, then clearly they were not affected in the same way.
I'm half expecting it to be revealed eventually that Solas was tricked by the Forgotten Ones in some way into imprisoning their rivals and they may even have aided him in this. Gelduran's view of the Creators seems very similar to the sentiments that Solas expresses; they aren't inherently Divine but earned dominance over others not by nature but by deeds. He also states their "pride" will consume them and then he will strike in mastery to "claim a power of my own".
I also believe that the Forgotten Ones are as corrupt as the Dalish claim, simply because they hung out for so long in the Void which seems to have that affect on things. So building up Tevinter to the point where the Magisters were capable of releasing the Blight would seem to be entirely in keeping with this. They wanted to destroy everything that the Creators had built and corrupt all living things into darkspawn that would worship them alone. The ancient archdemon prison spoken of in the Descent, apparently showed clear signs that the darkspawn were worshipping it when they found it. I also think it had already been corrupted and they simply awakened it. However, I don't think the dragon was originally a vessel of the Forgotten One but the split soul of an Evanuris/Creator, which is why Mythal/Flemeth wants to save/absorb them and Solas is beside himself at the idea of the Wardens seeking the last two out and killing them, thus releasing their untainted souls to reunite with his enemies.
The only problem in all this is that would make Solas the Maker, since it is claimed by Andraste that he imprisoned the false gods. So if there is a Maker and Andraste was not misled, may be it was the Maker manipulating Solas into doing his work. In which case the Maker won't be happy that Solas wants to reverse the process.
