1) Either in Milk Way or Andromeda
2) Any faction you want(as long this character is different from Ryder and Shepard)
3) Any species you want
4) Any Enemy Faction you want(canon or new Faction that you might like)
5) State if it is con current to Shepard or Ryder or Post Games. For example, having a ME:A game that is set after Ryder's adventures or Post Reapers with Shepard.
6) It is alright to use underdeveloped assets like Siari Religion, Henry Lawson and other assets within Canon
7) Post Potential Allies that you might like to see with your Fantasy Mass Effect Hero

Mine's pretty simple. I'd like to create either a turian or a salarian in a Reaper-free galaxy.

that is in the right direction I want this thread to go with. A Well Written Turian or Salarian can go far with Fans. I would like you to go with a Possible Turian and a Possible Salarian and why you might think they might be likable.
I have a Vorcha Soldier with an oddball sense of humor that also has a fondness for Top Hats from Earth and he has two vorcha friends that often play off his weirdness. True I do need to work on them to make them fit. Right now, they work for a Volus Engineer in an business Engineer division.
I do have other characters that people might like that I will post later.

I'd like to play as the captain of the quarian ark struggling to reach Heleus and join up with the Nexus. This game would definitely involve spaceship to spaceship combat. Squadmates would include a volus, an elcor, and a hanar... as well as a couple of other quarians and a human. The quarian pathfinder would be killed at the outset, leaving the captain as the successor in that role as well (much like Hayjer was the successor for Raeka).
ETA: Bonus - Each player gets to design what Quarians actually look like under their suits in the CC.

All right, here is one from me:
1) Galaxy: Milky Way
2) Species: Asari. Either Asari Commando, or Asari Spectre. Spectre would naturally work better for recruiting a multi-species team.
3) Enemy factions: various. I'm thinking mostly Mercs and Geth.
4) Timeline: Concurrent during the events ME2 or shortly thereafter. Either: a. In the two-year gap between Shepard's 'death' and 'resurrection' b. During the events of ME2, post Shepard 'resurrection' c. Between the end of ME2 and the beginning of ME3.
5) Story/events: Instead of one over-arching big story, maybe make it a series of smaller stories. Like: a. The Council tasks you with investigating and stopping a rumored invasion from some forces in the Attican Traverse (by taking out key leaders and bases). b. You discover a potential Geth invasion (similar to the Armstrong Cluster in Mass Effect 1). c. But you also come across a slaver ring or terrorist group attacking colonies at the edge of Council space. d. If you want to tie it into ME2, receive an anonymous data packet containing hardsuit upgrades to protect from Seeker Swarms, just as you get a tip to infiltrate and destroy a Collector Ship.
Basically, you can have a series of smaller non-connected story arcs that you get near the beginning of the game, then complete in any order you choose.
Drawbacks of this idea: with no real main plot/over-arching plot, everything could feel disconnected.
Possible remedies: Have each story arc tie into a squadmate, similar to ME2's or ME:A's loyalty missions, except you can make it a series of missions. You could have one main story arc for the main protagonist split throughout the game, starting from the opening/tutorial mission, have a few missions spread throughout the game, then end in the final mission. Basically, the main arc is for your player character, but the secondary missions are a series of squadmate arcs.
6) Potential allies: - Salarian. Tech specialist. I would like to see Padok Wiks return (or would that be 'debut' since this would be before ME3?) - Another Asari, because you need another biotic for combos. - Turian because we always need a Turian. Another tech specialist? If events took place in the two-year Shepard absence, maybe Sidonis pre-betrayal?
Other ideas: - Quarian. Exile? Runaway? On Pilgrimage? (Could not be an active soldier since he/she would not leave the fleet to join your team voluntarily). Would fit in well with a Geth story arc. - Batarian. (I wanted a Batarian squadmate in ME3.) Mercenary? Former merc/slaver/terrorist looking to atone? Refugee/traitor to the Batarian Hegemony? - Probably need at least one human squadmate or someone might complain - I like Vorcha, but... naaaah. (Rrrrrrah!)

I do have a few characters in mind.
1) Milk Way
2) Cerberus
3) Human Male Cerberus Phantom
4) Totenkopf(an human organization has low opinion of Cerberus and Alliance), Paragon of Kind(a Pro Alien organization that wants to take humanity down a peg), Batarian Raiders that has ties to Saren. A Turian Special Forces Officer with his platoon that has also ties to Saren. a Brillant Asari Engineer with her mechs and Asari Commandos that also have ties to Saren. Side note: Yes there is an Asari Duelist(the asari with the sword) boss within the Asari Commando you can troll with the Cerberus Phantom by any funny ways ranging from unarmed combat, to swords to guns to tech/biotic abilities.
5) it is con current to Shepard within ME1 and potentially beyond that. Well Side note: if there is a cameo of Shepard and an interaction between the Cerberus Phantom and Shepard. I would keep Shepard a highly capable badass N7 Marine we know and love. Shepard will task Cerberus Phantom to help clear a path to Saren and during this time, Cerberus Phantom and his allies will take down a Reaper Construct and its Reaper Guardian that Saren/Sovereign is striving to open a Portal to Dark Space. Shepard and his allies are fiercely taking on Saren/Sovereign and his massive army while your crew is fighting on a different front just as hard. In short, I will not take away or negate Shepard's efforts against the Reapers.
6) Scotty is an Scottish Engineer with a love of the Claymore Shotgun and has a sense of humor that he wants a Claymore Sword on his Claymore Shotgun and he uses the Infamous Cerberus Heavy Turret. Shelby, ex-slave of the batarians, has training within MMA and Batarian weapons and squad tactics. Also she is a human that chose her training as a Cerberus Nemesis.
7) Side note: that A psychotic Salarian Scientist is working for a Salarian bio lab and see if he could clone various Dinosaurs like species for Salarian government or anyone is willing to buy them

with my Cerberus Phantom above, I am not opposed to having an allied Cerberus Phoenix Adept or Vanguard joining his crew during ME3 con current game. Well my version ME3 Con current Game would have a much reduced Cerberus presence and killing T.I.M. and the bulk of Cerberus off while having new factions and Reaper Sleeper Agents within all Factions both old and new.
as much as I would love Henry Lawson as a major villain, all I need a villain with good publicity that actually takes over the galaxy and somehow is un-indoctrinated and working for the Reapers. Indoctrination done well can be a good cause of paranoid fuel but it shouldn't be the solely reason for being evil or betraying the galaxy.

1) Milky Way
2) Human female infiltrator
3) Formerly team lead of weapons development at the now defunct Elanos Risk Control Services, but is now a freelance operative that provides intelligence to the Council, Alliance as well as the Shadow Broker.
4) Post-Reaper War, the salarians started engaging in a quiet war against the newfound krogan civilization. Opposed to the curing of the genophage, they began developing weapons with the sole purpose of making decisive strikes against any spread of the fledgling empire, but also against their allies. STG agents charged with gathering information on geth weapons technology began to create a bit of a stir along the new frontier of the Terminus, trying taking advantage of the geth/quarian initiative to reassemble the relay path to the Perseus Veil. The mysterious death and disappearance of both quarian and geth workers, initially assumed to be the byproduct of the hazardous conditions of the relay reassembly initiative, eventually leads to Broker agents tracking salarian couriers, who served as a support and supply line to the Terminus, to a remote STG base deep in formerly Batarian space.
The operative’s mission is to discover the scope of the STG’s plans.
