I only respawn in the center of the map after a random-ish amount of time, usually when I am done a magazine and am trying to reload. I thionk it is a one in three chance of getting a respawn, and can take anywhere from 3 seconds to as much as 15 to "repop", after swearing that you did not miss those head shots.
