For squad mates, I auto-levelup them. It has been that way for a long time. Now,suddenly, the auto-levelup changes to "View Bio" which I don't like. Is there a way to change back ?

No idea. I never auto-level my character or squad in any game. Check your settings in the main menu where you set the auto level-up option in the first place or check for a tab or toggle at the bottom of the interface. Beginning at rank 4, there is a choice to be made between two different variations of each skill... perhaps you're being asked to manually make that choice even with auto-level set.

It is strange because in another character up to level 16 there is always a auto-level up to click. And this character only level 8.
Anyway, I will level them up myself. So this question is considered solved, well kind of.
