My character is level 12 and I have assault rifle M-37 falcon III ( 320 dam, 90 rate of fire, 7 clip and spare 48 accurate 71 ). I tried to shoot at the orb but so far no luck. Can I give order to my team to "shoot the orb" ?

not that I am aware of. Yeah that gun would be hard to hit a precision target with as its a grenade launcher and i believe it has an arc, and I'm not sure it detonates instantly on contact. If you have a backup pistol or something i'd switch to that. Your team mates will shoot at it for crap damage though if other more pressing targets are not on the field.

I also had to team with Jaal who is a mediocre fighter. Liam or Drack would be much better.

You can't order your squad to specifically target the orbs, sadly.
That said - forget the Falcon, get a Hornet with a vintage heatsink. Hits like a truck, super accurate at long range. If a problem can be solved by shooting enough bullets at it, the Hornet will do that for you. Guaranteed.

I think I shoot the orb down a couple of times. The thing is it comes back in split of a second, how can I react let alone aim and shoot at his head ?

Shoot him anywhere you can once the shield drops. also throw any kind of control effect like pull as it will keep his shield down a couple seconds longer as he flops around.

I used the disruptor ammo hoping he will be stun for a second so that I can kill him before the orb come back. It didn't work.
I used the Carnifex III which has damage 245, it is enough to shoot the orb down but seems not enough to kill the cardinal. The heat sink ammo is difficult to get.

I have. They don't do much damage, but you can select the orb and press whatever key it is for companions to target a specific enemy.
Edit: I should add, they mind about as well as companions in DAI.
