I'm not aware of a way to do it (although it would have been handy.)
It's possible they added it with a patch (or I just never figured it out.) I didn't play the final build of the game.

I'm pretty sure there is no such thing. What you can get back (by disassembling the gun) is 20% of the required crafting materials and all augments that were used.
Research points can be gained through scanning, cryo pod perk(s), and Kandro's Apex-Missions/ or MP

you don't get research points back just materials for building things you have already researched. And any gun or armor can be deconstructed for materials, it has been a while but i assume you do it from the inventory screen. Early game it helps a lot for building guns that use a material that is rare on the first planet.
