Quick question, if and when DA4 comes out are Bioware going to update the Keep? I assume they will since the Keep ends with a brief prologue to Inquisition but I’m not 100% sure.

The implication from them creating the thing in the first place and maintaining the site since (3 years since Trespasser) is that it will be used for DA4.
But since they've not officially announced DA4, no one on this site can say 100% that the Keep with involved a game that "doesn't exist"

I think if you asked someone at BioWare you would get an answer along the lines of "that is the plan", but in life anything can change. My guess is if they are going to continue with importing saves it will be done via The Keep and The Archives for it allows them to fix issues that might happen in an import instead of being stuck with them like in the past.

The Keep is a terrific tool. I really hope they do keep it, because it's a great way to try out world states without having to replay previous games or hack save files.

I believe that's their plan as I think the idea was to have it so we could carry all our choices and story decisions all the way through the series to get around the problem of having to change engines given they changed to Frostbite for DAI. They likely will change and add DA4 but not until the game is out.

The Keep is a terrific tool. I really hope they do keep it, because it's a great way to try out world states without having to replay previous games or hack save files. Yeah it is I'm currently using a randomised world state for my Current Inqusitor because I didn't want the headache of playing Origins and 2 again. I like playing them but at the time I didn't have any Wardens or Hawkes in mind I wanted to play so it makes for a good workaround. I do have an idea in mind for my next playthrough though so will likely play them then.

They probably want to keep their options open, so every game doesn't just contain references to the one before, but potentially for every one of them. This is a common misconception about the Keep. It's not, and never has been, solely intended as a way to import your world state, but as a reflection of your world state, representing your efforts in Thedas. This is why you can share it with others. You can say, " This is the world I made." It says something about a player (or their Warden) if they told Dagna to stay with her family and convinced Zerlinda's family to accept her and her casteless baby. There are many tiles/choices that will never be used in future games and were never meant to be used. They are there simply to show what you decided, nothing more.

I would hope, if they do that, we would first get the opportunity to save our various world states into some format the game would recognize to import choices. Otherwise, the only world state we could ever have in a new game is the default one.
Another reason I have back up copies of my initial game saves. At least my imported world states are preserved there. Unfortunately, they are tied to a specific character which can't be changed later on.
Maybe in the next DA game, we can create our characters first and then choose a world state for them?

Yeah I'd love them to create a kind of offline version of the keep so that games like DAI can be played for many years to come and of course any future DA games but whether they do and when I don' t know. But that likely won't happen until the series comes to an end.

It's designed to be as blank a slate as possible, which is why most choices are left undone, many followers are not recruited, and so forth. Suggesting that it's for new players probably isn't that far off, and that's not a bad thing. You don't want to overburden new players with choices and characters that have no meaning to them, whose references they won't understand.
The default stated doesn't have to be creative; that's what the Keep is for. Those who want to utilize it can do whatever they want and the default is left to be just that: default.

I think there was a tweet pretty much saying the same thing from a BioWare employee. They removed most of the content for a new player save because they would have no context to how any of those choices were made or what influenced them. So not having those choices would make the game feel more like theirs because it would be about the choices they made and knowledge they do have.
